The House Financial Services Committee is considering a bill that would establish a Strategic Bitcoin Reserve and a separate Digital Asset Stockpile within the US Department of the Treasury. H.R. 8957, the American Reserve Modernization Act of 2026, is among several measures being marked up by the committee on September 16.

According to Chairman French Hill’s prepared remarks, the bill would cover federally held Bitcoin and other digital assets acquired through criminal or civil forfeiture. Hill said the measure would bring digital assets held across federal agencies under Treasury custody and consistent oversight, with the stated aim of strengthening security, transparency and accountability.

The markup also includes measures covering consumer financial protections, fraud prevention, bank lending rules, CFPB accountability and housing.
