This matters because a language model can explain a bad proposal very well. A separate validation layer is meant to focus on facts that can be checked without interpreting the AI’s tone.
The project’s agent is therefore not intended to have the final decision. It prepares the proposal, while validation rules test whether the proposal meets the required launch conditions.
